Abdul Malik writes that he won the award, H.H. Sheikh Mohamed Bin Rashid Al Maktoum for Arab Administration, as the "Best Arab Manager for 2001."

"The award was established as an initiative from His Highness Sheikh Mohamed Bin Rashid Al Maktoum," he says. "It is the first award of its kind to be hosted in the Arab world and has elicited extensive participation from private and governmental institutions. The award is conducted and sponsored by Dubai Government Excellence Programme and Arab Organization for Administrative Development based in Cairo.

"My selection was based on my role in establishing the first Palestinian body for energy, the Palestine Energy Center, and for initiating and establishing industrial and investment zones in Palestine."

The award ceremony was held in April under the patronage of H.E. Sheikh Mohamed, and was attended by Arab leading officials and ministers of planning and public administration.
