F. Schulz,
former Chicago Mayor Harold Washington's first budget director,
died Oct. 7. His government career in Wisconsin included a
successful run for elected office as Milwaukee's county executive.
Since 1992, Mr. Schulz had been the executive director of
Northwestern University's Infrastructure Technology Institute,
which he founded.
