1974 Part-Time

Harold Downs retired on Dec. 31, 2010 from the Metropolitan Water Reclamation District of Greater Chicago after a 40-year career, with 28 of those years as its Treasurer. His accomplishments include having sold $2 billion of bonds for the tunnel and reservoir plan, part of the Cook County Flood Control Program, as well as refunding bonds to lower interest costs. He earned $46 million in interest income in 2005, just prior to the economic downturn.
