Richard
Doege 63 reports: As Legislative Counsel in
the U.S. House of Representatives, I was a staff resource
for members of Congress from my home state of Washington.
I worked on environment and energy-related legislation, with
emphasis on Superfund, endangered species, utility deregulation,
conservation lands, fisheries and forest management. In 1999,
I took a sabbatical from Congress at Harvards Kennedy
School of Government. Over time, my views on environmentalism
have changed significantly, with the view that important environmental
improvements in the future will derive more from local and
regional actions than from federal mandates.
I
have moved to a new think tank that will be active on this
frontier. We will focus on facilitating regional efforts to
address environmental issues. The institute, affiliated with
Harvard and operating in both Cambridge and Washington, seeks
federal policies to help regional initiatives through government
partnership, collaboration, and assistance. Working in Congress
was a wonderful part of my career. I am looking forward to
a new challenge and another chance to make a difference for
our nation and its global neighbors.
